Perspective
After developing a statement about a health problem that has been ranked as a high priority, the next steps involve efforts to articulate and explain what caused the problem. This is a critical step toward identifying which intervention, or group of interventions, will be most effective in addressing the health problem. Use of existing scientific knowledge and theories can be used to develop a program theory. In planning a health program, a primary consideration is to specify what is to be explained or predicted with a theory. To explain how to change or affect the health problem, a theory must contain salient variables, or factors, and must indicate the direction of the interactions among those variables related to the health problem.
Also in this module, the focus is on setting the parameters by which the program is judged successful by developing goals and objectives. The activity of developing goals and objectives is informative in terms of forcing further clarity and specificity about implementing the program and later evaluating the effects. After a logic model has been developed, this is the next step in program planning.
