An example to illustrate the two, anti-terrorism involves legislations that aim at developing laws for prosecuting terrorists. On the other hand, counter terrorisms are operations that are undertaken to preempt a terrorist attack in the future. In other words, counterterrorism includes military tactics, law enforcement strategies, intelligence agencies and other government techniques to fight or prevent terrorism
